osteoarthritis pain relief

I have osteoarthritis in both knees and my primary care dr. has put me on different different medicine to help with the pain. First Sulindac 200mg 2x’s a day. Then 3 ibuprofens at every meal. Then naproxen 2 x’s a day. Now diclofenac 2 x’s a day. None of them worked for me. She sent me to an arthritis dr. and he gave me a cortisone shot in both knee’s And that also gave no relief. My question is which dr. should I ask to switch my medicine again. Primary care dr. or the arthritis dr.? I have another apt. with the arthritis dr. but not till september. Then he is sending me for a mri on the worse of the 2 knee’s. Then probably Arthroscopy on it. Thanks!
